Fixed an issue where, if a new control plane node failed to join a cluster during bootstrapping or scaling (associated with installer Ansible runner job failures), orphaned etcd memberships were not cleaned up, causing the existing control plane's API server to restart repeatedly (flap) and blocking subsequent retry attempts.
