Copilot Memory: Enhanced Controls for Deletion, Scope, and CLI

Copilot Memory now offers improved deletion capabilities, a repository-level off switch, and expanded controls within the Copilot CLI. These enhancements provide users with greater flexibility and control over their AI assistant's memory. This feature is currently in public preview.
